
Pokémon Pokopia has 12 main Pokédex entries in its special final run, from #289 Kyogre through #300 Mew. They do not share one spawn formula. Some appear in the story, some come from Dream Islands, three require large Palette Town kits, Lugia and Ho-Oh use feather-and-bell chains, and Mew uses a slate puzzle.
This guide was source-reviewed on 2026-08-25 against the Serebii Legendary & Mythical Pokémon record and the main Pokédex list. It replaces an older five-name “hunt order” that included species absent from the current rosters and assigned unsupported regional builds to them.

Dream Islands: beasts, Mewtwo, and Phione
Dream Islands are probabilistic. A doll can tune the type of island offered, but the target is not guaranteed on the next trip.

When you find and speak to the Pokémon, the game lets you bring eligible residents back and set up a home. Phione is documented in this Dream Island system but is not one of the 12 main numbered entries above; separate Pokédex tabs and expansion content should not be silently merged into the main count.
Raikou also participates in Bleak Beach’s “Brighten Things Up” story sequence. Seeing that story appearance and securing a resident through Dream Islands are different states.
Mewtwo follows the same separation. The Important Requests record reveals it from a Master Ball on the completed Huge Building roof in Sparkling Skylands. That is the story appearance. Dragonite Doll remains the documented Dream Island route for bringing Mewtwo home, and the tuned result is not guaranteed.
Palette Town legendary-bird kits
Palette Town contains three special kits. Each build uses 15 Pokémon plus a large material package.

Build the kit, supply the team and resources, then talk to the bird that appears. Befriending all three is also the prerequisite for Lugia’s Tidal Bell recipe.
Lugia and Ho-Oh: matching feathers and bells
Lugia and Ho-Oh fly overhead during ordinary play. Wait until they leave and collect the matching drop:
- Lugia drops Silver Feather.
- Ho-Oh drops Rainbow Feather.
After Articuno, Zapdos, and Moltres are befriended, craft Tidal Bell with 5 Rare PokéMetal and 5 Silver Feather. After Raikou, Entei, and Suicune are befriended, craft Clear Bell with 5 Rare PokéMetal and 5 Rainbow Feather.
Ring the correct bell while its Pokémon is overhead. The dedicated Lugia guide has a troubleshooting checklist for the feather, recipe, ingredients, and live overhead state.
Volcanion after Rocky Ridges
Finish Rocky Ridges, then arrange a second party there. Raise the party mood to 100 again. When the party ends, load a cannon with fireworks; Volcanion returns and asks to join because it enjoys the celebration. This is a story-and-party chain, not a generic cave attraction recipe.
Mew and the 27-slate puzzle
Find 27 Mysterious Slates in shiny ground patches. Take them to the ruins near the Pokémon Center in Withered Wastelands and place each piece on its corresponding tile. Completing the Mew picture makes Mew available.
Because the slates come from ground discoveries, the useful preparation is systematic exploration and tracking—not waiting in one alleged encounter zone. The main Pokédex tracker records Mew as #300.
Kyogre’s story encounter
Kyogre appears after the 100-point Yawn Up A Storm sequence restores rain and water to Withered Wastelands. Reconnect the broken bridge sections at the southern shoreline, reach Kyogre, and speak to it. That conversation raises Trainer Rank and opens the next regional routes. Kyogre is a story visitor rather than a normal resident-habitat project.
Jirachi and species not in the three current rosters
Jirachi belongs to the separate Event Pokédex and the June 23–July 8, 2026 Wish Upon a Jirachi event. Its real event and furniture-habitat path is covered in the Jirachi event guide.
As of the 2026-08-25 source review, Celebi, Heatran, and Rayquaza are not listed in the main Pokédex, Event Pokédex, or Basin Pokédex. Their preserved query pages report that current status rather than inventing a method. Future updates can change a roster; they cannot retroactively make an unsupported guide accurate.
FAQ
Is there one optimal legendary order?
No. Progress the story, use Dream Islands when available, build the bird kits after Palette Town opens, and collect overhead feathers throughout ordinary play.
Do weather and time control every legendary?
No shared rule is documented. Each route above has its own observable conditions and prerequisites.
Why are event and expansion Pokémon separate?
Pokopia provides separate Pokédex tabs. Keeping them separate prevents an apparently precise total from mixing different ownership and availability conditions.
