The short route
- Explore the scrap-filled islands until you meet Tinkamaster, the special Tinkaton interested in human machines.
- Follow its request to make Concrete with Conkeldurr and the mixing machine.
- Receive Tinkagears, repair the area’s lift network, and establish safe travel between elevations.
- Stockpile the materials for 2F, 3F, and 4F before committing your helpers to the Huge Building.
- Finish all three floor projects and go to the roof when the new noise and portal appear.
- Watch the Master Ball open and reveal Mewtwo.
The floor requirements are sequential. Prepare early, but expect the project prompts to advance one floor at a time.
Step 1: meet Tinkamaster and unlock Concrete
Tinkamaster is curious about the human machinery scattered through Sparkling Skylands and believes the broken skyscraper can be restored. Its first practical obstacle is Concrete. The story points you to Conkeldurr, whose mixing machine opens that production route.
The crafting record lists the Concrete mixer at 2 Iron ingot. Once Concrete production is available, do not spend every batch on decoration: the Huge Building alone consumes 90 Concrete, and the lift network consumes more. Keep a dedicated project reserve.
Sparkling Skylands naturally supplies or exposes many of the materials this arc uses, including Iron ore, Pokémetal fragment, Rare Pokémetal fragment, Wastepaper, Small log, Lumber, Wheat, Bean, Leppa Berry, Stone, and Vine rope. Step 2: repair movement with Tinkagears

Step 4: the rooftop Mewtwo scene
After 4F is complete, the story calls attention to a noise on the roof and a portal-like event. Climb to the rooftop. A Master Ball appears and opens, revealing Mewtwo. Mewtwo is surprised because it feared humans had returned, then recognizes what you accomplished by rebuilding the skyscraper.

A floor will not start
Read the active project panel again. Check materials and the Pokémon helper count separately. Having 25 Concrete for 2F is not enough if Professor Tangrowth or the six required helpers are unavailable.
A required story Pokémon disappeared
Serebii’s patch history records a fix for an issue where story-required Pokémon in Sparkling Skylands could disappear. If your software is behind and the request marker has no character, update the game before rebuilding unrelated structures.
You expected a fixed species total or a weather boss
