Lapras and Swim are separate from fishing
In Bleak Beach, build Lapras’s tropical-seaside habitat and befriend Lapras to learn Swim. Swim is a traversal specialty used to cross water and reach places such as the S.S. Anne. Lapras is not obtained by repeatedly using a rod.
Dive in Version 2.0
Dive is another separate traversal system. The Dive reference ties it to the free Version 2.0 content and helping Manaphy in Bleak Beach, with Lapras involved in underwater travel. A Fishing pond is not the unlock condition.

Choosing between pond, ocean, and marsh
Choose the water type based on the Pokémon you want, not on an assumed item quality. Regular Water points to Slowbro and Slowking. Ocean Water points to Magikarp and Gastrodon. Muddy water points to Grimer, Muk, and Clodsire. The same Fishing rod remains useful across those builds, which makes it worth printing or buying early if habitat collection is your goal.
Swim and Dive solve different problems. Swim lets Ditto travel across the surface after Lapras teaches it. Dive belongs to later underwater content. Neither changes the three-object requirement of the Fishing pond, and neither turns the placed rod into a separate catching activity.
